In a decisive move against illegal recruitment, the Department of Migrant Workers (DMW) has padlocked a Makati-based consultancy firm found to be unlawfully dispatching Filipinos to work in Polish factories. The closure occurred on Monday, highlighting the government's firm stance against such practices.
DMW Undersecretary Bernard Olalia revealed that BELMÜN Philippines Inc., nestled in Salcedo Village, was masquerading its illicit operations under the guise of "global migration training" services. This revelation came after a joint effort by the DMW's Migrant Workers Protection Bureau (MWPB) and the Makati police to clamp down on the firm's activities.
Investigative efforts by the Migrant Workers Office in Prague (MWO-Prague) and the MWPB unearthed that BELMÜN Philippines Inc. had been collaborating with unnamed agencies accredited by the Philippine Overseas Employment Administration (POEA) to funnel applicants to Poland.
The scheme involved an all-in payment demand from applicants, starting at PHP 165,000, covering employment documentation, visas, and referrals to foreign partners, excluding travel expenses. Prospective overseas Filipino workers (OFWs) were initially charged PHP 56,000 for work permit processing, with the balance payable upon issuance, potentially taking up to a year.
In response to these findings, Undersecretary Olalia announced that the officers and staff of BELMÜN Philippines Inc. would face charges of illegal recruitment by a syndicate, a serious offense carrying penalties of life imprisonment and hefty fines between PHP 2 million to PHP 5 million.
Furthermore, those involved with BELMÜN will be listed in DMW's record of individuals and entities with derogatory records and will be barred from participating in any governmental overseas recruitment initiatives. This action marks the third instance of the DMW shutting down firms engaged in illegal recruitment practices within the year, underscoring its commitment to safeguarding Filipino workers abroad.
